The meeting was called to order at 7:15 p.m.

 
One Design Committee:
 
          HRYRA One-Design Committee Members:
          Ann and Eric Beck - Nyack Boat Club

The One Design Committee will talk with their Commodores and fleet members to get ideas on how HRYRA can become involved. It was suggested that their e-mail addresses be sent to their fleet members asking for ideas and input.
 
The consensus is that One Design Regattas should be separate from PHRF Regattas. The hope is that some PHRF crew may also sail one design.
 
Much discussion centered on the nature of one design sailing, some of the current one design events and how to expand and include one design racing using HRYRA as a coordinating entity.
 
Ann Beck states that Nyack one design regattas will say “HRYRA One Design Invitational”. Nyack’s schedule is set in January. Ann also says there are 3 Lasers for sale at Nyack.  A weeknight Laser event (not on Wednesdays) was discussed.  Nyack will sponsor a “Come and Try it” Laser event open to HRYRA members. 
 
It was mentioned that one design racing tends towards being a communal event and people are often willing to share trailers in efforts to promote greater participation.  In this vein, it was mentioned that Chelsea Yacht Club has an Ensign they use for a “share” program on weekends with the Junior program using the boat during the week.  The cost per share was stated to be “a couple of hundred dollars.” 
 
Sunfish were also discussed as a good entry into one design racing which could be promoted through HRYRA interclub racing.  Currently there are Sunfish fleets at Ossining Boat and Canoe Club and Tarrytown Boat Club.
 
Current one design regattas held at HRYRA member clubs are: 
Nyack Boat Club - Three Monday regattas
(Memorial Day, 4th of July & Labor Day)
Minisceongo Laser regatta – August 28, 2010.
 
A HRYRA Laser Championship was discussed.  This could consist of the current 3 Nyack regattas along with Minisceongo’s event with HRYRA providing the trophies for the overall winners (6 trophies, 3 deep).  A fleet membership fee was discussed. The HRYRA One Design Committee will meet to establish guidelines and to set the fee.
 
Older, established one-designs vs. new boats:
The idea of leasing Ideal 18’s was again discussed. Skip Shumway has Ideal 18’s that he will lease to clubs for 1 year for $2000 per boat with a six boat minimum. Ideal 18’s are fin keel, 3 person, 3 sail (main, jib, spinnaker) boats. This has proved a viable way of instituting one design racing at clubs on Long Island Sound. 2009 HRYRA Schedule:
          Hudson Cove Regatta – June 5 & 6  (3 races)
          Chelsea Regatta – June 12 & 13  (4 races)
          Shattemuc Regatta – September 11 & 12  (3 races)
          Sutherland Regatta, Minisceongo, September 25 & 26  (3 races)
          Last Chance Regatta, Nyack, October 2 & 3  (4 races)
         
NOTE: The 2010 Hudson River Women’s Challenge Cup has not been scheduled yet.
 
2009 Regattas – Critiques:
1.  No FREE beer at Shattemuc Regatta.
2.  It was very difficult to see the flags from some of the Race Committee boats.
     The large green powerboat at Shattemuc and the large powerboat at Hudson
     Cove were particularly mentioned.
3.  VHF Announcements….Everyone likes having the Race Committee make
     announcements on the VHF. It helps encourage less experienced sailors. The
     HBRA and Nyack Wednesday Night Series use VHF’s for announcements.
     However, the Race Committee should NOT answer questions posed by racers.
 
HRYRA Common Sailing Instructions:
Peter Oden reported on the updated HRYRA Common Instructions.  The
purpose of the update was to clarify the common instructions used for all regattas while allowing enough leeway for each individual club to provide information unique to their racing venue.
 
It was a consensus to remove from the common instructions prohibiting
crossing the “Start/Finish” line after the start.  Instead each individual
club would include such a prohibition in their individual instructions.  Chelsea
Yacht Club will continue to allow crossing the “Start/Finish” line after the start as their unique racing venue seems to require such tactics.  Peter Oden will provide the correct wording for this change.
 
The practice of naming the PHRF classes through enumeration
(i.e., 1, 2 & 3)
has not caught on.  Therefore, the past practice of using alphabetic naming (A, B & C) will be retained. 
 
The order of starts will be A, B and C for the first race on any regatta day, after which fleets may start in any order at the discretion of the Race Committee.
 
It was suggested that if the Race Committee elects to have separate start and finish lines, the finish line should be made as short as possible so as not to create too much of an obstruction when yachts are prohibited from crossing the start – finish line when racing.
 
There should be a summary of changes to the HRYRA Common Sailing
Instructions that will be enacted in the 2010 racing season.
 
HRYRA has for the past 5 years used, and will continue to use, a 20% penalty for infringement of Part 2 of the Racing Rules of Sailing.  However, touching a mark still requires a penalty turn. There was some misunderstanding of this leading to a discussion of penalty turns. Penalty turns are common in one design fleets as all boats are exactly the same. In PHRF fleets, with large variations in size, displacement and sailing characteristics between boats, the penalty imposed bydoing a turn is not equal and therefore unfair.  
 
Other discussions and proposed changes in how HRYRA operates included:
      1. Providing a membership “perk” of a US Sailing “Rules in Brief” racing
          card
(which would cost approximately $2.50 per member) also 
          mentioned were
stickers/decals and/or membership cards. 
     2. Encourage membership in US Sailing for HRYRA members.
     3. Institute a fee for filing an appeal to a protest hearing of $25.00.
     4. Divide C fleet into two fleets (C & D) as this fleet has grown. John
         Nonenmacher, George Samalot and Cc Dwyer agreed to research
         this
further.
     5. Devise separate HRYRA common instructions for one design racing.
     6. List HRYRA board members names on the HRYRA website so
         members of
their clubs know who to contact with questions /
         suggestions.
     7. The dues will be increased to $25.00. The HRYRA membership will
          continue to be free and a PHRF certificate will cost $25.
     8. A presentation (e.g., Gary Jobson’s talk and video last year) may not
         be
 feasible this year due to limited money available.
     9. Encourage clubs to join HRYRA. Kingston Sailing Association used
         HRYRA’s Appeals Committee and has HRYRA do their PHRF’s.
         HRYRA
strongly suggests that Kingston become a member of
         HRYRA again.
 
HRYRA President:
     George Samalot has agreed to stay on for another year as HRYRA   
     President. The announcement was enthusiastically received by the Board.
